Licensing Act 2003
- Reposnsibility for administering licenses taken from magistrates and given to local authorities.
- Problem premises told to clean up their act in 8 weeks or face providing extra policing costs (a “yellow card” scheme for pubs)
- Premises applying for a licence pay a one-off fee, followed by an annual charge which is graded according to size and location
- Large urban pubs to pay a £1,905 initial application fee and an annual fee of £1,050 - smaller pubs will pay £100 with a £70 annual fee.
- People who get three on-the-spot fines or convictions for drink-related offences face a ban from bars.
- Problem areas will be designated ‘Alcohol Disorder Zones’.
- On the spot fines to be handed out for under-18s caught trying to buy alcohol, and for bar staff serving drunks.
- 48 hour shut down for premises caught selling alcohol to minors
- No ban for happy hours but a drinks industry code of practice to ban promotions encouraging speed drinking and excessive consumption of alcohol.
