The Rebel Alliance had what was publicised as a great victory at the Battle of Endor. They destroyed the death star and they destroyed the SSD Executor, but that victory came at a heavy loss. So it would seem that the New Republic was doomed to repeat this destructive cycle. The New Republic formed a loose provisional government of the rebel alliances founding races and as their battle progressed the government choose to settle on the water world of Mon Calimari in the capitol of Liberty City. From the NR's main shipyards the NR grew in leaps and bounds and when the Empire fractured for a second time it seemed the New Republic would return justice to the galaxy.
That was not to happen, the empire learned of a gathering of all the major fleet commanders to Mon Calimiari and sent a force that could wreack havoc on the assembled fleet. Amongst those ships was a vessel commanded by imperials loyal to the traitor Viper. The vessel was a converted Vengeance class destroyer which was meant to destroy the planet with its gravity drive. However Admiral Nichalus Dreadstar realised the potential of the ship and pulled it away with his command ships tractor beams. The subsequent detonation of the gravity drive cost Dreadstar his life but saved billions on the planet below. Senator Mikhal Mansar stepped up to take command of the New Republic and ordered the evacuation of the New Republic from Mon Calimari to save the people of the water world from further retribution.
The New Republic secretly relocated to the Loris Alliance system of Kel'deris on the colony world of Kelder. ECE set up a new headquarters and a senate hall on the edge of the planets capital. In high orbit several defence platforms and shipyards were built to complement the Arcadias that had previously existed. The Loris Alliance weary of the events at Mon Calimari commisioned the fourth fleet to defend the system as well as the Loris New Republic Fleet to engage in actions for the New Republic.
However this move did not save the mon cals from retribution. The empire hit the world hard again, fortunatly the battle coincided with an attack on the military system of Bilbringi by an amassed force of New republic ships and her allies. Thus the battles ended in a dangerous stalemate.
