1. Name
The club will be named and known as Hetton Hawks Cycling Club.
2. Status
Hetton Hawks shall be affiliated to British Cycling, the governing body. Hetton Hawks is also affiliated to Cycle Coaching
North.
3. Aims and Objectives of Hetton Hawks
Hetton Hawks is open to any rider showing an interested in cycle sport under 18 years old.
The aims of Hetton Hawks will be to increase the numbers of youth and junior riders in all aspects of cycle sport. Meeting
weekly at Hetton Lyons Country Park the club is a British Cycling World Class Acadamy helping to identify talented youngsters.
The club is open to all riders including riders from other cycling clubs, meaning non members can take part in regular coaching
sessions. Membership to all categories is open to anyperson.

Objective for members in Hetton Hawks
Seniors
No senior membership is available to all. Only coaches or club officials can join the club. If a person ceises to be an active
part on the committee, that persons membership will not be renewed.
Under 18 Members
Hetton Hawks has the objective to increase participation in cycle sport for all riders showing an interest. Meeting weekly
sessions will be either on or off road. With a mixed programme of events the club will develop rider skills on a progressive
basis. As a British Cycling World Class Start Acadamy the club will facilitate the search for talent by organising regular
testing sessions.
Objective for Coaching within Hetton Hawks
Hetton Hawks will endeavour to support all aspects of cycle sport. The club will provide a programme of continuous coaching
development assisting coaches within the club to develop knowledge and experience. Coach education and first aid provision
will be updated and followed in conjunction with British Cycling guidelines.
Hetton Hawks shall ensure the coaching and events programme will be consistent with the equal opportunities policy followed
by the governing body British Cycling. Hetton Hawks shall support a social section as required, as well as fully supporting
the racing riders as much as practicable. Therefore Hetton Hawks shall have team colours for competitive members, these will
be provided at a subsidised rate to all club members.
4. Membership
i. Hetton Hawks will consist of the officers and members.
ii. Membership of Hetton Hawks will be open and not unreasonably restricted on the grounds of sex, race, religious belief,
political opinion and support the aims and objectives of Hetton Hawks.
iii. Accepting membership will mean the persons agree to the Constitution of Hetton Hawks and rulings of the Committee.
iv. Members under the age of thirteen will be considered for reduced membership as agreed by the Committee annually.
v. First and second claim members will abide by the Committee rules. There is no concession for second claim members.
vi. Any members not paying their annual fees by 31st January of that year will cease to be a member and all rights associated
with that.
vii. The Committee has the right to refuse membership or cancel a membership for unseemly conduct.
viii. Membership fees will be stipulated at the AGM or first Committee meeting after the AGM and notified on the noticeboard
or by post.
ix. Junior members shall have the right to vote at meetings, they will also have the right to elect amongst themselves a representative
club captain.
x. First or second claim members only shall be eligible as Hetton Hawks Officials.
xi. New members elected after 30th September will be entitled to membership to the 31st January of the following year.
xii. No member shall be allowed to take part in any competitive event or official role if the committee has suspended them.
5. Insurance
i. Hetton Hawks shall be affiliated to British Cycling
ii. Members belonging to the federation/organisation and acting in an official role for Hetton Hawks shall be indemnified
as set out in the respective Insurance Cover.
6. Membership Fees
i. The Committee shall stipulate the membership fees
ii. There shall be a difference in the annual fees for Youths, Juniors, Seniors
iii. Annual subscription will be £10 or £5 for under 13 excluding British Cycling fees due on January 1st of that year.
7. Officers
i. The Officers of Hetton Hawks shall be President, Chair, Secretary, Tresaurer, Coaching Officer and any other position as
is reasonably required.
ii. The Officers will be elected annually at the AGM and shall agree by a majority vote if any post including the Chair needs
a longer term to give continuity.
iii. Any person could be co-opted onto the Committee, but not vote, to offer specific guidance.
8. Committee and Officials
i. The management of Hetton Hawks shall be vested in the Committee.
ii. The Committee shall comprise of the Officers voted in item 7
iii. Committee meetings shall be held on a regular basis at the first meeting of the AGM
iv. A quorum shall be required for the transaction of business and shall be two Committee members
v. Every vote shall be by a majority of the members eligible. Any proposition resulting in Constitution change shall require
a two-thirds majority.
vi. The interpretation of Hetton Hawks Constitution shall vested with the Coimmittee, who shall decide all questions relating
to Hetton Hawks, other than those involving an amendment to the Constitution
vii. The Committee shall be responsible for considering application for membership ion accordance with the Aims and Objectives
of Hetton Hawks and also decide if any application is accepted
viii. The Committee may employ professional officers at its discretion
ix. The Committee shall act for its members. Liabilities incurred shall fall upon the membership (provided they act in accordance
with the constitution, in honesty and good faith)
x. Any other matter not covered in the rules shall be dealt with by the Committee, whose decision is binding on all parties.
9. Annual General Meeting and Other Meetings
i. The Annual General Meeting (AGM) of Hetton Hawks shall be held in every year during the month of January, when the annual
report of the Committee and the audited statement of accounts up to the end of the financial year shall be presented.
ii. Not less than seven days notice of the date of the AGM shall be given to all members by the secretary.
iii. The AGM shall elect such officers of Hetton Hawks as it may from time to time determine.
iv. The secretary shall receive nomination for officers seven days before the AGM, or from the floor on the day with consent
of two-thirds majority of members entitled to vote.
v. The dates of the general meetings and of Committee Meetings shall be determined at the previous meeting. In addition the
Chair may call a meeting they consider necessary, or upon the written request of at least two members of the Committee.
vi. Hetton Hawks shall decide at the AGM if an Executive Committee is required, if so to elect such at the AGM and describe
the role of the Executive Committee.
vii. Special General meetings called shall have two-thirds majority consent of the Committee, with an Agenda and notice given
of fourteen days.
10. Finance
i. All monies raised by, and on behalf of Hetton Hawks shall be used to further the objectives of Hetton Hawks and no other
purpose.
ii. The treasurer is responsible for finances of Hetton Hawks
iii. The financial year of Hetton Hawks ends on 31st March
iv. Proper ascents shall be kept of all sums of money received and paid out by Hetton Hawks
v. An audited statement of accounts, up to and including this date, shall be presented at the Annual General Meeting of Hetton
Hawks
vi. The funds of Hetton Hawks shall be lodged at a bank in an account on the name of Hetton Hawks. All monies paid by cheque,
drafts, drawn on the accounts shall be signed by two of the officers on the committee.
11. Discipline and Appeals
i. The Committee shall have the power to take appropriate disciplinary action against any member and shall have the authority
to terminate the membership of any member found guilty of conduct deemed detrimental to Hetton Hawks.
ii. There shall be the right of appeal to the Committee or an appeal committee set up to act on its behalf, against any decision
made by an officer of Hetton Hawks.
iii. The appeal should normally be considered within fourteen days of its being received by the Secretary.
12. Dissolution Procedures
i. In the event of Hetton Hawks ceasing to exist, following the discharge of all debts and liabilities, any assets at the
time of dissolution become the property of British Cycling NorthEast Division. No member shall obtain any asset from Hetton
Hawks.
ii. Hetton Hawks may be wound up on resolution of the members, passed by a two-thirds majority at a Special Meeting convened
for that purpose upon the request of two members of Hetton Hawks. At least fourteen days notice of the meeting shall have
been sent to all members of the Hetton Hawks.
iii. In the event of the passing of the resolution to wind up Hetton Hawks, the members of Hetton Hawks shall appoint a representative
committee, which shall be empowered to distribute the assets.
13. Review of Constitution
i. Amendments to the Constitution shall be viewed and agreed at each AGM.
ii. Any such amendments shall be submitted to the secretary twenty-one days before the AGM and sent to members seven days
before the AGM.
iii. NO resolutions involving an amendment to the Constitution may be proposed at the AGM.
iv. Any amendments shall be proposed and seconded in writing in the time frame in item ii
v. Any items for Constitution Amendments shall require a two third majority.
vi. In the event of any question arising not provided in the Constitution, shall be dealt with by the Committee, whose decision
is final.
