FRIENDLY SITUATION
From the late 1980s, there was a growth in Azerbaijani nationalism fanned by century old dispute with neighboring Armenia over Nagorno-Karabakh. In 1994, the dispute grew into a civil war in which Azerbaijan lost one-fifth of its territory to the Armenians including the Nagorno-Karabakh.
Following the settlement of the Nagorno-Karabakh issue (U.N Res 2131), Azerbaijan has been steadily improving relations with the US and European nations. This lead to US economic aid in the development of oil reserves along the Caspian Sea. This $8 billion US involvement was described as the 'contract of the century', and made Azerbaijan the 'new Kuwait on the Caspian'.
However, the increased US presence agitated Muslim fundamentalist elements within the Azerbaijani military. Rebel forces, calling themselves the Azerbaijani Jihad Militia (AJM), lead by General Achmeed Abrhahim, revolted and attacked Azerbaijani loyalist forces throughout the country. Azerbaijan loyalist forces were initially successful in countering AJM attacks and had AJM units surrounded on the outskirts of Agdam.
On 22 April 99, Iranian volunteer forces backed by armor and artillery crossed the Iranian/Azerbaijani border in support of AJM forces. Under heavy attack, Azerbaijani loyalist forces surrendered to Iranian/AJM forces on 15 May. The new leadership in Azerbaijan expelled all foreign nationals from the country and declared all treaties with neighboring Armenia illegal.
Armenia has requested United Nations, specifically US military support, as soon as possible to help stabilize the situation. In response to this request, the III US Corps was alerted and began deployment of Corps Units in accordance with Task Force XXI TO&E.
Corps Mission: In accordance with ratified NATO/UN defense protocols (OPERATION FALLEN CRESCENT), III US Corps will deploy to Armenia NLT 04001 August 99 and be prepared to conduct military operations to stabilize the situation and safeguard the government of Armenia.
