- Section 3.
The following are the duties of the Vice President for Internal Affairs:
1. shall head the Internals Committee and all of its responsibilities as
stated in Article 5 Section 2.
2. shall inform the members of meetings and activities.
3. shall release a list of active, inactive, honorary, and alumni members
at the beginning of each semester.
4. shall mediate during instances of misunderstandings or discord inside
the organization.
5. shall prepare the agenda for every General Assembly and officer’s
meeting.
6. shall record minutes of the meetings.
7. shall ensure that every officer and member follows all provisions of
the Constitution.
Section 4. The
following are the duties of the Vice President for External Affairs:
1. shall head the Externals Committee and all of its responsibilities as
stated in Article 5 Section 3.
2. shall represent the organization on any event that it would need
representation in the absence of the president.
3. Shall file and safeguard important papers and correspondence received
by the organization.
4. shall be responsible on the application for recognition for the Office
of Student Affairs (OSA).
Section 5.
The following are the duties of the Vice President for Financial Affairs:
1. shall keep a record of the funds and all financial transactions done by
the organization.
2. Shall collect all membership and regular fees from the mass membership
of the organization.
3. Shall report to the General Assembly at the end of every semester the
financial transactions done by the organization.
4. Shall submit annually a financial statement to the Office of Student
Affairs.
5. Shall be in charge of the financial projects of the organization.
6. Shall be the safekeeper of the funds of the organization.
Article
VIII: ELECTIONS
Section 1.
Elective Positions
All Members of the HIGH COUNCIL occupy elected positions.
Section 2.
Qualifications for Candidacy
1. A candidate to any elective position must be a duly recognized member.
2. A candidate to any elective position shall not have been previously
suspended or expelled from the organization.
3. A candidate to any elective position must have a stable academic
history subject to the deliberation of the COMELEC.
Section 3.
Election Procedures
1. The Commission on Elections shall conduct the election process before
the 1st semester of each academic year.
2. Only the active members of the UP Paranormal Society shall be allowed
to vote.
3. A member who wishes to become part of any elective position may
manifest his/her intent by posting a short essay regarding his/her plans
for the organization in no more than one (1) week before the scheduled
voting.
4. Two types of votes may be given for an elected position, (1) regular
vote where there is a vote for one of the nominated candidates in an
elective position or (2) abstained vote.
5. Proxy votes are not allowed.
6. Elections shall be conducted by secret balloting.
7. For the case of more than one (1) candidate for a position, a win shall
be defined by a simple plurality.
8. For the case of a single candidate for a position, a win shall be
defined by an absolute majority.
9. The members of the COMELEC are also allowed to vote except the
president who votes only in case of a tie.
10. For the case where an absolute majority is not reached for a singly
nominated position, the present High Council that comprises the COMELEC
shall choose a member, by appointment, to fill the vacant position.
Section 4.
Vacancy of Office
Any position vacated due to resignation or incapacity shall be filled as
follows.
1. The President shall be succeeded by the Vice President who garnered the
highest number of votes.
2. Other positions shall be succeeded by a member subject to an election.
Article
IX: BY-LAWS
Section 1.
A decision shall be made by majority vote.
Section 2. A
simple plurality shall consist of obtaining the greatest number of votes.
Section 3.
A simple majority shall consist of two-thirds (2/3) plus one (1) of the
total number of votes cast.
Section 4.
An absolute majority shall consist of two-thirds (2/3) plus one (1) of the
total votes cast.
Section 5.
A full term shall consist of two (2) semesters starting from the beginning
of the first semester to the end of the second semester.
Section 6.
The funds of the UP Paranormal Society shall be deposited in a refutable
bank to be determined by the High Council and maintained by the Finance
Committee.
Article X:
IMPEACHMENT
Section 1.
Impeachment shall refer to the permanent disqualification of an officer
from performing the functions of his/her office. It shall not,
however, include expulsion of the member from the organization membership.
Section 2. Any
officer shall be impeached from his/her office for any of the following
reasons:
1. four (4) absences from official meetings without any valid excuse and
proof thereof
2. gross neglect of duties assigned, subject to a vote by simple majority.
3. gross misconduct that can damage the reputation of the organization
and/or behavior unbecoming of an officer subject to a vote by simple
majority
- Section 3.
Impeachment Procedures.
1. Any duly recognized member of the organization may file for the
impeachment of any member with a duly elected position by submitting a
formal letter to the High Council stating the reasons therein.
2. A general assembly shall be made no later than one (1) week
subsequently.
3. A decision shall be made subject to a vote by absolute majority.
- Article XI:
DEFINITION OF ORGANIZATION MEETINGS
- Section 1.
General Assembly
This assembly shall consist of all applicants, duly recognized members,
the High Council and Council of Elders.
Section 2.
General Assembly of Members
The assembly shall consist of duly recognized members, the High Council,
and the Council of Elders.
Section 3.
High Council Gathering
This gathering shall consist of the President, the Vice President of the
three committees, and the Chairpersons for members and applicants.
Section 4.
Committee Meeting
This meeting shall be composed of the Vice-President of a committee and
its members.
Section 5.
Special meetings
Other meetings shall be made subject to the approval of the High Council.
Article
XII: TRANSITORY PROVISIONS
- Section 1.
All terms of incumbent officers shall cease upon the introduction of the
new officers under this constitution.
Section 2.
This constitution shall take effect immediately upon approval of the body.
Article
XIII: AMENDMENT
- Approval of this
constitution shall be defined by an absolute majority
