·        Iain introduced John Arthur of Connect and members of Balfour Beattie ad East Renfrewshire Council who gave us a briefing on the situation with the GSO (See end).  Iain thanked the speakers.

  1. Matters Arising

·        Broadband potential – only 100 more notes of interest required for the Thorntonhall and Busby area, Jackton still further away. Applications may be made through the JTCC website.

 

  1. Secretary’s report
    1. Fingerpost now erected.
    2. Michael West made comments on woodland strategy to council by 13th June.
    3. Other points covered in AOB.

 

  1. Treasurer’s Report
    1. Annual statement of account 31/3/03 sent to SLC
    2. Tennis Club’s invoice of £175 paid
    3. Annual subscription to Association of Community Councils paid.
    4. Current signatories confirmed with banks as Iain Gardner, Michael West and George Gibson.

 

  1. Councillor’s Report
    1. Councillor McCann is concerned about the increased traffic on Stewartfield way from GSO.  The council is seeking support from the Scottish Executive for dualisation of this road.
    2. Peel Road traffic Calming is in SLC budget and programme
    3. Commercial businesses are contrary to residential regulations
    4. Green waste collection still by phone as a regular service is underused.
    5. Blue bins for “wet organic waste” to be delivered soon
    6. Schools – demography shows a reduction in need for 6 secondary schools.  Councillor expects two new schools to be built as merged schools and two others to remain.
    7. Flies – survey in progress
    8. Swimming – facilities to be made free to the over 60s
    9. Road speed limit near schools to be 20 mph.

 

  1. AOB
    1. Marjorie Dowie Memorial – Archie Galbraith proposed that he approach the tennis club with a view to a joint JTCC / TC memorial seat set in the club grounds.  Proposal received general approval.
    2. Tennis Club – Dinner Dance on the 4th October.  Tickets available from A Galbraith.
    3. Tree Preservation in the Thorntonhall area – ongoing project to highlight important species.
    4. Latest news given on PLI report. 

1.      Development at Jackton has been withdrawn at this stage, although the report does not rule out development in the long term in certain areas. 

2.      Thorntonhall house numbers reduced from 45 to 35.

3.      Bogton Farm proposed as a new development site.

4.      Community Council cannot appeal the PLI but can comment on new issues to SLC and has usual planning comments option.

    1. GSO – Information from meeting included

1.      East Renfrewshire is the lead council on the project.  John Arthur is contact.  0845 607 7761 or 07793 634 204.

2.      Plans are fully formalised and road will be 1 metre lower than original plan

3.      Both Peel and Thornton Roads will be subject to diversions.

4.      M77 traffic will be directed to Stewartfield

5.      Completion dates – M77 / GSO – 30 April 2005.  M74 by 2008 subject to PLI.

 

  1. Planning Application
    1. Other Planning Applications

1.      Site by 61 Peel Road – objection placed on grounds of blocking right of way and preservation of fine trees.  SLC arranged TPOs.  Councillor McCann assisted in whole process.

2.      Marjorie’ house – application by Springfield Homes in Salsburgh for two houses. –Ongoing objection placed due to scale of tree felling in an area covered by tree protection orders, as well as preservation of old kiln.

3.      Land Fill at Jackton has been rejected at present.
