Established in 1984, the centre developed as a joint partnership of the Pilrig and Dalmeny Street Church (now renamed Pilrig St Paul s Church) and the Pilmeny Development Project. Both agreed that there was a need for a local youth facility. The centre, which was a church hall and surplus to requirements and was leased on a long-term basis as a youth centre. The building was in a poor state of repair and the management committee successfully lobbied the then Lothian Regional Council to refurbish the building which was completed in 1989. The centre comprises a multi-purpose hall, kitchen, small office, disabled toilet and shower on the ground floor. In addition, there are two small general purpose rooms suitable for meetings and activities on the upper floor. A quality services review of the Pilmeny Development Project took place in 1996 and this was referred to as part of the review process. A full time centre manager, a part time bookkeeper and a cleaner staff the centre. A development worker employed by the Pilmeny Development Project and part-time youth workers employed by the authority support the youth work programme. The board of directors who meet monthly is comprised of local people, the councillor for the area and a representative from community education. The centre receives a revenue grant of 23,234 from the authority. Additional funding is generated from the centre programme and fundraising. The centre offers youth activities three evening s a week and is used as a meeting place for a variety of other local groups and organisations. See Appendix 1. The Board of directors has a development plan for the period 2001-2004. There priorities are to: * raise the profile of the centre within the community; * improve the general dcor, fabric and management of the building; * increase the range of youth and children s work services within the centre; and * promote and develop the culture of belonging and community within the centre. jN  b 2  RB  s *D0 00H  0޽h ? ff3f`73̙gc  P (    <ĎJ*j    <B)Z f0Community Education Review: Pilmeny Youth Centre11 RB  s *DPP  0ԑ T > 2    < C &    6q pReview remit The Agenda for the review was negotiated with the board of directors, the development worker from the Pilmeny Development Project and the centre manager. It was agreed that the review would focus on youth participation including the quality of the Youth work. In addition, the authority themes of planning and management and partnership working were also included. Review procedures The review team observed all the centre youth and children s groups and held informal discussions with young people and youth workers. Several members of the board were interviewed as well as the centre manager and the development worker. A board meeting and a meeting of the  Action Research project were observed. Representatives from a number of local agencies in the Leith area were interviewed, as were some of the groups who regularly used the centre. A range of documentation was surveyed including the development plan, annual report, minutes of meetings, job descriptions, centre policies and notes from the centre user groups. The quality indicators in How Good is our Community Learning and Development? and the youth and children s work performance indicators were used as the basis for the review. Key outcomes of the review 1. Youth Participation This was good overall. Young people participated at all levels of the provision. They were involved in the planning and design of club programmes and ground rules were negotiated with club members on a regular basis. Youth club members had contributed to the Pilmeny web site that advertises the work of the centre. However, there is potential to extend this further, for example by including them in a planning and editorial group to develop the web site. The centre user group that met every few months had good representation from young people, their views being seen as key to the development of the centre. A user survey had been conducted in 2001 with a view to improving the fabric, layout and general appearance of the building. Most contributors were from young people. The results of the survey were used to influence future development and were fed back to the management committee. Senior youth club members supported by the development worker had successfully applied for funding to enhance the youth club programmes. They had also been successful in securing additional resources for youth clubs such as new pool table._ 2 m  4 `  m RB   s *DP`H  0޽h ? ff3f`73̙g p B:p(    BPY f0Community Education Review: Pilmeny Youth Centre11 RB  s *DP`  0R 0Key Outcomes  Youth Participation Cont: The learning experience for young people at Pilmeny was very good. Youth groups were well organised and the activities were appropriate to the age and stage of the participants. There were very good relationships between the youth workers and the young people were listened to. Young people were very positive about the provision on offer at Pilmeny and it was clear that they felt a strong sense of ownership. There were good levels of challenge and variety in the club programmes and there were good opportunities for creativity. Pilmeny Development Project (PDP) was conducting an  action research project during the period of the review. Funded by the Scottish Community Action Fund its purpose was to review the current provisions and activities of PDP in relation to current and future needs of the local community. Young people were involved in both the planning and implementation stages. Video was used as a Medium to carry out the research with young people and as a means of feeding back the finding s. This was noted as good practice. 2. Planning and Management Planning was very good overall. There was evidence of effective planning at a number of levels. The youth clubs were well organised and programmes were planned in advance with the young people. Regular meetings were held between the youth workers and the development worker and this helped facilitate the process. Youth club programmes were displayed in the centre and were available on the web site. The centre development plan had been produced in 2001 for a three-year period. Board members were involved in its production. It was well laid out and clearly outlined the key tasks and success criteria. Progress on the plan was regularly referred to at board meeting s and board members generally had a good understanding of the plan. There were important links to the annual management plan of PDP for 2002-2003. This document was thorough and focussed on outcomes and outputs. However, there was confusion on the part of some board members regarding the relationship between the PDP and PYC. Whilst the board employ the centre manager, they had no line management responsibility for the development worker who was employed by the PDP. In addition, the work of the centre manager was clearly influenced and directed by the development plan, although the responsibility for the quality of youth provision lies with PDP. Some of those interviewed saw the two projects as entirely separate entities, yet others viewed the youth centre as a subsidiary of PDP. It is recommended that these issues are clarified and recorded by the board and if necessary there should be discussions with PDPZ )C   6  RB  s *D H  0޽h ? ff3f`73̙g   6(     <t\d :    0   \Key Outcomes  Planning and Management Cont; The centre manager provided good leadership and was well regarded by board members and other users. His work was well organised and he reported regularly to the board. He displayed a range of personal qualities, which he use to good effect. He was motivated and interested in further development of the centre. He played a key role in generating additional funding for the centre by promoting the centre as a base for  crash accommodation , birthday parties and group meeting s. He had also taken responsibility for developing the centre web site. A member of the board had taken responsibility for the support and supervision of the manager and this arrangement worked well. The manager had regular contact with the development worker and other board members. He organised meetings and undertook the administration effectively. Board meetings took place monthly. There were regular agenda items that included a report on the youth work. They had dealt with a number of challenging situations in recent years and there was a good partnership between them, the development worker and the manager. Good support was given by a member of the youth and children s work team employed by Community Education. This included the facilitation of an  away day for the board to produce the development plan. However, the board could be strengthened by the inclusion of more members. For example, representatives from local youth groups who use the building would help focus more on the delivery of youth work. It is recommended that the board and the development worker actively pursue this. Systems for including young people in the work of the board should be explored. It is suggested that this could be an extension of the current users group. There were good systems in place for self-evaluation. A staff meeting followed each youth club. The standard evaluation from that was completed after each session was well designed and focussed appropriately on the quality of the programmes and the learning experience for young people. Part time youth workers were experienced and skilled and worked effectively as a team, despite some of them being very recently employed. They were well supported by the development worker who worked in the clubs and met with them for planning and reflection meetings. Self-Evaluation was also evident in the centre s annual report and reviews of centre priorities, which in turn fed into the annual management plan review by the PDP. This operated at two levels.Firstly, the centre had developed as a good base for youth groups to meet. This was particularly evident for groups that supported young people from ethnic minorities. Both Dosti Muslim Boys Group and Sikh Sanjog regularly used the building for activities and were positive about it as a venue. This issue of giving a higher profile to work with ethnic minority groups was highlighted in the previous review and the centre have made some efforts to address this. The centre has also developed as a good venue for Indian, Pakistani, Bangladeshi and Mauritian communities. It was also used as a base for mother and toddlers an Al Anon and Narcotics Anon meeting s. The building was available at weekends for birthday parties and meetings. There were established links with Pilrig. St Paul s Church. The minister was a member of the management committee ad there were plans to work in collaboration with the recently appointed church youth worker. It is recommended that this type of partnership with the church should be pursued further. The lease of the building expires in 2007 and it is important that the board should seek clarity about the future to ensure continued delivery of youth work. Although the general view of the centre was positive, the committee could do more to promote and market it more effectively. For example, there should be more prominent sign posting outside the centre. The building itself was located at the side of another building and was not easily identifiable from the surrounding streets. Although a small notice board exists, it could be more attractive and display additional information about what the centre offers. The web site for the centre could also be further enhanced to promote both the quality of youth work and promote it as a venue.
