ScottAstraScott won the first major grasstrack meeting of the season, the Astra club's Champion of Champions event near Folkestone on March the 28th. With a high class field including world champion Kelvin Tatum, Paul Hurry, Joe Screen and Jeremy Doncaster, Scott was beaten only once during the heats by Kelvin Tatum in the first heat of the day. In the final Scott and Kelvin Tatum were neck and neck until Kelvin had an engine failure leaving Scott to romp home to victory.

From this Scott went on to the final of the British U21 Speedway Championship. He was seeded straight through to the final as last season's winner. Scott was duly crowned British U21 Champion for the second successive season, winning with a perfect 15 point maximum. In winning Scott became the first rider to successfully defend the title. In the senior British Championship, his third, Scott finished in fourth place despite being the youngest rider in the field by some 3 years. He just missed out on a rostrum place following a run-off for third with Chris Louis. This result qualified Scott for the next round of the world Championship, the Overseas Final, for the second time.     

    Scott came second to his Poole team-mate Mark Loram in the Overseas Final, dropping his only point to Loram in the first heat, and finishing with a 14 point haul. From this meeting he qualified for the Inter-Continental Final at Poole, his home track in 1999. Back to the U21 scene and Scott duly won his World U21 semi-final round at Stralsund in Germany, dropping only a single point, qualifying for the World U21 Championship Final at Vojens. The following week it was back to the senior events with the Inter-Continental Final. Scott finished in sixth place, and although he was disappointed it was enough to qualify him for the Grand Prix Challenge, just one step away from joining the worlds top 24 riders in the World Championship Grand Prix series.

    The day after the Inter-Continental Final Scott broke a bone in his left hand during a speedway meeting in Germany. This serious injury could not have come at a worse time, he had just been granted a Wild Card entry to compete in the British Grand Prix. Scott courageously took his place in the Grand Prix only 11 days later, although he refused to blame his early exit from the meeting on his injury it obviously hampered him. He came second in his first ride, followed by a third in his next, he was then eliminated via a tapes exclusion and finished with 3 GP points.

    Scott was to suffer a second serious injury later in the season during an Elite League match against Ipswich, breaking a bone in his elbow just as his early season form was returning. This second injury finished his season, he was selected for the British Lions for the 3 match test series against the USA and for the World Team Cup final but was unable to take part. Perhaps the most disappointing result of this injury was that it prevented Scott from taking part in the Grand Prix Challenge, denying him the chance to join the world's elite in next year's series.
