Full circle.
Rose (Cate Blanchett) confronts Allen (Hugo Weaving)  with the absolute truth. She has 'won' their little game ~ they have both been seeking redemption and his test of purity and resulting moral failure (ironically, her professional triumph) is the last chance for both of them.
However, Allen's self-hatred is making him stronger: he now has the power in the relationship.

The drop's not big enough to kill you…

[Rose's bedroom. Night. Allen and Rose. The windbell twinkles. A slight pause]

Allen : A windbell. There was one the first time we met.
Rose : Don't tell me you're getting sentimental [my edit, Rose produced a gun, asking Allen if it reminds him of her] . I had a boyfriend in Salvador, Allen. A young leftist. A warrior. He was like you, only much better, much stronger, much more passionate, much more guts. Do you know what I did?
Allen : What?
Rose : I betrayed him and he was killed. He died loving me.
Allen : Why did you do that?
Rose : Because I wanted a story.
Allen : Did you get it?
Rose : Oh yes, I got it. And lots of others. I was the best war correspondent there until I got shot.
Allen : Who shot you?
Rose : Oh, all that was true. It was an accident. Lots of accidents happen in Salvador.
Allen : Why are you telling me now?
Rose : Because I know you're interested in history. The history of my involvement with the Americans. I am working with the Americans, Allen. I've always told you the truth.
Allen : And your mission was to destroy me?
Rose : Yes. And I've done that.
Allen : How?
Rose : The material you used to overthrow Wells was a complete fabrication concocted by you. They've got you, Allen: it was all a lie.
Allen : I'm glad. And sleeping with me ~ was that their idea too?
Rose : No, that was my own.
Allen : Why
Rose : I wanted to see you up close. I wanted to see how power possessed you. I've always been fascinated by power.
[A slight pause]
Allen : Are you going to kill me?
Rose : No. I want you to live.
Allen : Why?
Rose : So you can be eaten alive by your torment.
[slight pause]
Allen : You won.
Rose : Yes, I did. Now get out. I never want to see you again.
[A slight pause. Allen starting to exit]
Allen …[Allen hesitates]…I hoped you'd win.
Allen : How much did they pay you?
Rose : Nothing. I did it for the love.
Allen : Don't go near the balcony: the drop's not big enough to kill you.
[he exits. The lights change.]

[The Beatles 'you never give me your money' is playing. Rose walks quietly across the stage with a glass of wine. She puts the wine down and picks up the gun. She then walks to the balcony and shoots herself]
